Urban Strategies collaborated with ISL and City staff to develop a comprehensive new Land Use Bylaw for St. Albert, a growing city of 66,000 on the edge of Edmonton. The new LUB follows adoption of a new Municipal Development Plan, led by Urban Strategies, based on a vision of a more sustainable, complete and pedestrian-oriented city. We prepared a background report that highlighted innovative ways the LUB could support objectives related to environmental conservation, housing diversity, economic development and placemaking.
The team then established a set of land use districts that simplified the existing LUB and introduced new mixed-use districts and form-based regulations for areas planned for intensification and future greenfield communities. We designed a template for each district that sets out the regulations in a clear and consistent manner for usability. Our recommended built form and site planning regulations reflect best practices in urban design. Following public consultation in the fall of 2023, the new LUB will be finalized and adopted in 2024.
